Development Cooperation: Priorities
Swiss development cooperation draws its inspiration from the national development plan “Living well: Dignity, Democracy, Production, Sovereignty”, which is aimed at reaching the UN Millennium Development Goals (MDGs), first and foremost, halving poverty by 2015. The SDC concentrates its activities in three domains:
- Good governance and democracy-building: Fostering a culture of democracy serves to ensure peaceful coexistence and the respect for human rights. The aim is to strengthen both the democratic institutions of the State along with inter-cultural dialogue, the local authorities on municipal level, as well as the actors and the processes of non-violent conflict resolution on local, regional, and national levels.
- Sustainable use of natural resources: The aim here is to create development possibilities for the rural population, with the local actors participating in the decentralized planning of the use of natural resources. The experiences gathered on the local level are integrated into the shaping of policy. The fostering of preventive measures on local and national levels aims at reducing the ecological, economic, and social damages of natural disasters.
- Sustainable economic development: The SDC works to assist the poor segments of the population. With advantageous (micro)credits and an array of consultancy services, the
competitiveness of the economic players, above all in the rural areas, is strengthened. Professional training and qualifications enhance the possibilities for youth to enter into the job market.
Adapted technological innovations expand production capacities.
Humanitarian Aid: Priorities
The humanitarian needs in Bolivia are both numerous and diverse. They are a result not only of poverty, but also of the vulnerability of the population to natural disasters, e.g., flooding, and to
epidemics, e.g., Dengue fever. Swiss humanitarian aid is implementing its Disaster-Risk-Reduction (DRR) Programme 2007-2010 for the Andean countries with particular focus on Bolivia. This is the
reason why it switched the job posting of the competent assistant country director from Lima to La Paz in early 2009. The regional DRR Programme’s objectives are:
- To train personnel, on the local level, in the prevention and containment of damage due to natural disasters;
- To stimulate political dialogue on DDR at various levels of the government;
- To integrate DDR into the SDC’s current development projects.
The SDC’s partners are:
- the Bolivian government and its administrative offices, down to municipal level;
- private Bolivian organizations;
- Swiss relief agencies and international organizations, such as the World Bank;
- other donors (coordination and policy dialogue).
