Burkina Faso has been an
SDC priority country since 1976. Swiss development programme activities focus mainly on the northern, central and eastern parts of the country, though some have a national dimension, for instance in
the field of education. Switzerland's State Secretariat for Economic Affairs (SECO) has been providing complementary budgetary assistance and other economic support measures since 1994. In the
aftermath of the disastrous flooding that took place on 1 September 2009, in early 2010 Swiss Humanitarian Aid began a six-month project to rehabilitate and expand a small, district hospital in the
capital.Development Cooperation: Priorities
- Basic education: improving the relevance and quality of the education systems, especially in the informal sector; consolidating the system's funding mechanisms; seeking synergies between basic education and vocational training; consolidating the roles of various players to perpetuate the informal education system, placing special emphasis on youth (9 to 14 year-olds).
- Promotion of the economy: the local economy must be controlled by family businesses and local communities and based on developing national resources. The focus should be on agropastoral activities (organic cotton, market garden produce, the layout and management of pastoral areas) and on manual crafts to promote production services and the organization of professionals. Priority should also be given to improving the regulatory and administrative frameworks governing the private sector and to enhancing the value of products on local and regional markets
- Decentralization process: emphasis on strengthening the independent management capability of municipalities (financing of marketing infrastructure in urban municipalities) and on their commitment to developing quality basic services, such as basic education, economic infrastructure (markets, tracks) and even social infrastructure (e.g. AIDS screening centre in the east of the country).
- Contribution to economic reform processes and budgetary assistance: Dialogue about implementing strategies and policies and allocating additional resources to the government (budgetary assistance) for implementing the national poverty reduction strategy. Taken overall, two issues have pride of place: gender (balanced development for women and men) and governance.
The preferred approach involves a broad spectrum of players, encouraging direct partnerships between professional organizations, local associations and municipalities with the public and private services that support them:
- government ministries, particularly those concerned with basic education and literacy;
- NGOs and local consultancy firms;
- specific Swiss NGOs or other bilateral or international cooperation agencies
