Cooperation with NGOs
Based on a study conducted by the Parliamentary Administration Control (PAC), the Control Committee of the Council of States (CC-CS) has identified possibilities for an optimization of the cooperation carried out by the Federal Administration with non-governmental organizations (NGOs). The Federal Council has commented with its report of 20 january 2010 on the analyse and the recommendations formulated by the CC-CS.
The Parliamentary Administration Control’s study contains an analysis of the steering and control mechanisms that are applied in the cooperation enjoyed by the federal offices examined (SDC, Federal Office for Agriculture, Federal Office for the Environment) with Swiss NGOs. With respect to the cooperation between the SDC and NGOs, the report contains no findings of any misappropriation or misuse of funds. However, the report does identify possibilities for optimization in the procedures followed for conferring mandates, in the criteria applied in the determination of programme contributions, in the efficiency of the control mechanisms utilized, and in the legal bases applying. The PAC and CC also points out that the deficiencies detected have already been recognized to a certain degree by the federal offices concerned and that the latest developments are proceeding in the right direction.
The CC/PAC study provides the SDC with useful tips and pointers on how to further enhance its quality and risk management in cooperation with non-governmental organizations with a focus on effectiveness and transparence in the utilization of funds.
