Official Development Assistance

Official development assistance (ODA) is defined by the OECD as being the total financial flows that are

  • from the official sector (Confederation, cantons and municipalities);

  • promoting economic development and welfare of developing countries as their main objective;

  • concessional in character (grants and loans at concessional terms);

  • provided to countries and territories on the DAC List of ODA Recipients (2010 - 2011 : 148) and to multilateral development institutions as defined by the OECD.

Switzerland’s performance compared with other countries

The Development Assistance Committee (DAC) of the OECD publishes every year the most important statistics comparing the performance of its member countries in development cooperation. The Official Development Assistance as a percentage of the Gross National Income (GNI) provides the benchmark upon which the comparison is made.

Following a steady increase for more than a decade, the net ODA of all DAC members fell by 2.7% in real terms, reaching USD 133.5 billion in 2011. The average country effort of the DAC members (the average of the individual countries’ ODA/GNI ratios) dropped from 0.49% in 2010 to 0.45% in 2011. With its 0.46%, Switzerland went up tot rank 11 among the 23 DAC countries in terms of ODA/GNI percentage and at rank 13 in volume (in the 2010 ranking, resp. 12th and 15th ).

Like in 2010, five countries (Sweden, Norway, Luxemburg, Denmark and the Netherlands) exceeded the objective of 0.7% set back in 1970 by the United Nations, and four other countries (United Kingdom, Belgium, Ireland, Finland ) surpassed the average DAC target of 0.46%. Recession and financial constraints have squeezed the aid budget of several countries, in particular Austria, Belgium, Japan, Spain and Greece. The combined ODA from all DAC members of the European Union represents 0.45% of their GNI.
